Success in a continuing education course is measured in both competency (a quiz or test) and time in the course material.  Time in course is one gauge that the student has actually been engaged in the content -- reading, listening, watching, practicing -- and failure to spend sufficient time in the course content shows that the student has not been engaged in the material long enough to learn the topic.  All regulatory bodies in all professions use time as at least one requirement to complete a CE course.
